India Carbon Compliance Hub
Everything Indian businesses need to know: CCTS, PAT Scheme, BRSR, and EU CBAM impact. Deadlines, obligations, and filing requirements in one place.
Carbon Credit Trading Scheme (CCTS)
Live 2025 · BEE Administered · Mandatory for ~1,000 large emitters
Designated Consumers (DCs) under the Energy Conservation Act — typically large industrial facilities consuming >50,000 tonnes of oil equivalent (MTOE) annually. Steel, cement, aluminium, pulp & paper, fertilisers, petro-chemicals, textiles, chlor-alkali, and more.
BEE sets a Greenhouse Gas Emission Intensity (GEI) target for each DC based on their sector. If your facility emits more than the target, you must buy Carbon Credit Certificates (CCCs). If you emit less, you earn CCCs to sell.
CCCs are traded on power exchanges: IEX (Indian Energy Exchange), HPX (Hindustan Power Exchange), and PXIL. Estimated price: ₹1,800–2,000 per tCO₂e (2026).
1.25× the market price of unmet CCCs — i.e., if you are 1,000 tonnes short and the market price is ₹1,800/t, penalty is ₹22.5 lakh. Non-compliance also triggers regulatory scrutiny.
Q1 Report: Apr 30 · Q2 Report: Jul 31 · Q3 Report: Oct 31 · Annual Report: Jan 31 · Compliance cycle: April–March (Indian FY).
PAT Scheme (Perform Achieve & Trade)
Active · BEE Administered · 5,000+ industrial units
PAT is India's flagship energy efficiency program for energy-intensive industries. Units that over-achieve their energy savings targets earn Energy Saving Certificates (ESCerts) which can be traded on IEX/HPX/PXIL.
CCTS and PAT are being integrated under India's carbon market framework — ESCerts are being transitioned to CCCs. Facilities already in PAT should monitor BEE circulars on the transition timeline.
BRSR (Business Responsibility & Sustainability Reporting)
Mandatory · SEBI · Top 1,000 NSE/BSE listed companies
BRSR is SEBI's mandatory disclosure framework, replacing the earlier BRR format. Listed in the top 1,000 by market capitalisation? You must file annually with your Annual Report.
Principle 6 covers: Scope 1 & 2 emissions, water consumption, energy intensity, waste management, and biodiversity impact.
EU CBAM Impact on Indian Exporters
Effective 2026 · Steel · Cement · Aluminium · Fertilisers
The EU Carbon Border Adjustment Mechanism imposes a carbon tariff on Indian exports of steel, cement, aluminium, fertilisers, hydrogen, and electricity. First obligations kick in Q1 2027 (for 2026 exports).
